[OM Cooker] 2013.0 repository freeze

Hi,

I think we should freeze 2013.0 repository in ABF.
By freezing I mean:
No commits
No publishing

This needs to be done fast.

Also I think would be nice to have new sub direcotories in 2013.0 repositories:

main/{updates,backports}
backports/{updates,backports}
non-free/{updates,backports}
restricted/{updates,backports}


WDYT?

As a side note publishing to 2013.0 is forbidden without Q&A agree.
