  Probably publishing at once the base packages would be good
enough. So, I suggest at first having a local repository to
test updates, and once it can update perl and urpmi it should
be good.

  If the packages are built but not published it should not
require any sysadmin help. Using containers and private
repositories can also be a good idea to avoid breaking
cooker; so that others can keep working and keeping a
running cooker up to date for testing other (unrelated
to perl) updates.
