To preserve modified root settings, and yes kdmrc is owned by root, I need to mark this file as "noreplace" in rpm package. Doing this will not overwrite kdmrc file, but also if there will be some cruical configuration update in that file then installing it this new options will never be applied to user system.
Best option is to parse root kdmrc before installation and after installation apply autologin settings to new file. Currently I do not have a clear solution for this.
