Confirm, Windows 7, IE 11.
When trying to open any component, IE just suggests to save it as if I was downloading a file.
Same happens when trying to search for bugs (opening the Search page itself works, but when I click the Search button, again, a Open/Save suggestion is displayed).
Opening bugs by pasting a direct bug URL seems to work correctly.
