It's systemd-220 issue. I've reported it on upstream bugzilla.
Here how it looks like. When systemd is compiled with --split-usr option
(which is good), systemd-fsck binary is installed in /lib/systemd

Somehow systemd-fstab-generator programm when executed inside intrd,
creates somewhere in (forget full path name) /run a service called
systemd-fsck-root.service

This service have wrong ExecPath which points to
/usr/lib/systemd/systemd-fsck instead of /lib/systemd/systemd-fsck
