I don't know where this idea of something illegal came from, it's wrong. The rules are simple here:

Article 7 - Administration and representation.7.1 - Administration CouncilThe association is governed by an Administration Council vested with the broadest powers to perform all acts falling within the purpose of the Association that are not reserved to the General Assembly or the President.
As long as there is nothing illegal (you know, kind of traditional stuff such as no harassment, no terrorism etc.) and as long as it's within the purpose of the Association, the council is the leader of the association and takes any decision, legally speaking.
In fact, it may rather be a legal problem if someone take decisions without being council member, or specifically appointed by the association for this. But honestly, the French authorities would not give a shit about all this :D
