I understand your concern about release OMV Lx 3 with Plasma. Not complete update of old kapps means that few things is broken, and this needs time and people to fix this.
Of course there are some issues not related to desktop environment and these will be fixed. Speaking of VLC, it cannot be installed due to broken deps and now VLC build seg faults on x86_64.
