Sounds like a "Critical" bug to me and definetely shouldn't happen. If
this has been kept going through various ISO and hasn't been reported in
Bugzilla it is high time that a bug needs to be filed. Please indicate
steps how to reproduce this. I have no idea who startup is handled
through systemd. I suggest that you file a bug and put TPG in as Assignee.
