"tuned.service" isn't unknown, only the operation "disabled".
You should use "disable" instead.

And FWIW I get up and down (way down) timed read speeds (hdparm -t) on my
SSD with tuned.service running. But I'm coming to think this is a red
herring and that it is just adjusting things based on what it senses system
needs at the time. Anyway currently on this system I'm leaving it enabled
for a time and have reset profile from 'balanced' to 'desktop'.
I do think it *may* be a problem that my system finds tuned.service to be
unknown. Or at least something incorrect.

This is odd, when I attempted to disable tuned.service I get:
# systemctl disabled tuned.service
Unknown operation disabled.
and it will not disable. I can stop it but not disable it. After every boot
it's still running. Any idea what's afoot?
