You are correct. Ignore my point #2. Per our default security policies, /etc/cron.allow is created. If it does not exist, which by default it does not, all users may use crontab. I had forgotten that we make that setting. Thanks!

I have omd running on multiple SL6.4 systems here and have not seen this issue on any of them. None of these systems have a cron.allow file anywhere in /etc. Could that be something that was configured on your system locally?
