I am running OMD 1.01.20130703 on a research weather radar which has 10 
computers along with specialized hardware that we monitor.

When the radar is "Operational", we want to send notifications for any Critical 
or Warning events.  However, when the radar is in "Standby" we expect lots of 
services to be "Critical" or "Warning".  We don't want to send notifications 
for  these "expected" errors, but we still want to send notifications for real, 
unexpected errors.   

For example:
In "Operational" mode, if the antenna stops moving for more than a few seconds, 
this condition is an "Error".
In "Standby" mode, we don't expect for the antenna to be moving, so if the 
antenna is stationary, we should NOT send an alarm.  However, if the UPS 
batteries are exhausted while in either "Standby" or "Operational" mode,  we 
still want to send a notification.

What's the best way of configuring OMD so we only send a subset of 
notifications when the system is in "StandBy" mode?
