Diego, I've used cacti in the past for monitoring vpn tunnels. http://forums.cacti.net/viewtopic.php?t=27211 not perfect, but it's something.
Maybe you could hack query_lan2lan_cisco.pl to be some sorta custom agent a host representing the tunnel?
