The short answer: no one qualified has stepped up to maintain SunSSH, which is divergent enough from OpenSSH that maintenance is non-trivial. It's all open source, though, so anyone could. There be dragons, though, and as it's such a key component of any server system now, and it involves crypto, we need a great deal of trust in whatever updates come out of it.
