Hello Rex! I had read somewhere that he was born actually in Hermosillo, Sonora (in the north) and raised there, but now working as a model in Florida. Regarding his accent, I don't think he has been raised in the US, but of course if you're pursuing a model / actor career with ambitions to reach international audiences you must move either to Cal, NY or Florida... I guess (it's only a guess, cuz not familiar with the business) that staying in Mexico could only lead to a career for Latinamerican / Spanish audiences...
