That was kind of my point, cyclists are deemed to be dopers because the UCI has daily controls and drug test to police it, and is very public in announcing the dopers.
In American sports, the players' unions tightly control any drug testing to limited times and places, and as regards what sanctions can be applied. Soccer/Association Football, is probably the most corrupt sport there is, as you said, Adrian, and has effectively no control. I think that countries where both cycling and soccer are popular, the authorities put the attention on the cycling and no one seems to mind.
