The one in the first picture was made by Italian cyclists Mario Cipollini. He was famous for wearing outlandish kit. He was fined several times before he retired. In addition to this one, he also had a zebra striped skinsuit. That one in the picture was from around the year 2000. It was commercially available after Cipo wore it, but probably not anymore.
