As an "non-ON outsider", this seems somewhat obvious to me.  Core Contributers
are the ones that have commit access, Contributers produce "diffs and patches"
which are given to Core Contributers to (hopefully) adopt and integrate, and
people become Contributers by sending in such a diff/patch.

Yes, this means that Core Contributers have an obligation to "sponsor" work
done by others; they also have the motivation to promote the more prolific
contributers :-)
