[on-discuss] onu local only mode

onu works great, as long as it can get to the original
publisher (ipkg.sfbay/dev).  However, last night my cable
was out for several hours so it could not get access to
the publisher.  Is there a way to tell onu to only access
my local directory for repositories and skip trying to
access the original publisher?
