So I ended up running pkg.depotd on alton.central on my nightly depot
and on my test system I just ran "onu -t new-be". Note that on the test
system the publishers are:

r...@krb-interop-amd64:~# pkg publisher
PUBLISHER TYPE STATUS URI
on-nightly (preferred) origin online
http://alton.central:13005/
on-extra origin online
http://alton.central:13006/
opensolaris.org (non-sticky) origin online http://ipkg.sfbay/dev/
opensolaris.org (non-sticky) mirror online
http://aus-install.central:180/
extra origin online http://ipkg.sfbay/extra/
extra mirror online
http://aus-install.central:180/extra/

onu appeared to get further than before but still reported an error:

Creating Plan -

metadata. Details follow:

pkg -R /tmp/onu.rAWnNj image-update failed: exit code 1

Is this a known problem and how can I workaround it?
