No. To the end-user, the only difference between using a filesystem-based repository instead of a network-based one is the location. All other functionality remains the same.

So:

  pkg image-create -p file:/path/to/repo /tmp/image
  pkg install foo bar baz

vs.

  pkg image-create -p http://myrepository /tmp/image
  pkg install foo bar baz
