Now that http://defect.opensolaris.org/bz/show_bug.cgi?id=15190 is available in
build 137, we can enable parallel publication in our builds.
Note that this will entail a "build machines must be 137 or later" flag day,
which should also give us the opportunity to rip out the cruddy logic around
suppressing dependency generation. (Not the capability, merely the invocation
of pkg to set the default value in usr/src/pkg/Makefile.)
