Description
    A bunch of actions in various packages specify reboot-needed=false, 
probably as a holdover from the pkg-gate's import step.  This is the default 
and is just noise in the manifests, it should be removed.
You may think it is perhaps there to override a pkgmogrify transform, this 
isn't the case, and in fact if the transform were applied the package would 
break.  This is probably a separate issue in the transform which is currently 
being discussed with the pkg(5) team.

Rich amends his previous description to say: "reboot-needed=false *will* in 
fact override the pkgmogrify transform, but that should not be necessary in
the majority of these cases, and if, in fact, it is, it means the transform
is buggy."

Indeed this can easily be fixed.  I have a fix in 6951274, and
for expediency's sake I'm closing this as a dup of that bug.
