Description
After the migration to native generation of IPS packages in onnv_136,
developers are strongly recommended to test their packaged bits, rather than
using bfu archives. The DevRef should describe this process (described by the
KTD on the topic), rather than the describing the use of bfu, which will soon
be removed.
acr(1) has already been removed, so the documentation in that respect is
already out of date.

I made updates to the devref before integrating the on_ips transition, but I
screwed up and made them to the old, scm-managed source, instead of the master
version on the website. So they ended up getting deferred.
