validate_pkg calls action.get_variants(). This interface is going to be
obsoleted with the fix for bugster bug 15958 and replaced with
action.get_variant_template(). Note, the fix for this needs to be sequenced
after the fix for bug 15958 goes back.

We can't make it so that ON developers can only build on 150 or greater
at this point, so we'll create a fix that works with both APIs. After
the urgency has passed, we'll figure out how to avoid using
the uncommitted APIs cross consolidations.
