Thanks. I had been running pkglint on the individual manifests, but
forgot to compare against a reference repo. This pointed out several
default transforms that I was missing and once again a need for
consolidations to have a place to ship a set of default transforms that
apply to the paths they own. In their own gates is fine and good, but
others should be able to benefit from those transforms as well.

I threw pkglint at the manifests you attached, referencing
ipkg.sfbay/dev/solaris. I've attached the output it gave.
There are errors reported by the following checks:
pkglint.dupaction007 Duplicated reference counted actions should have
the same attrs.
pkglint.dupaction001 Paths should be unique.
