There are actually multiple different "default installs". One is the liveCD, which uses "slim_install", which is desktop-focused, and constrained by the CD size.

server_install is now used by default by the text installer and AI, and is more server focused.

Both are calls made by the release lead as to what to include, and is a tradeoff between space and common usage. Not every package will be installed anymore, and there are many very useful features left out of the default install.

2. What changes are needed if we'd like to make a package in the default
install?

The appropriate package would need to have a dependency added, and those packages are defined in the IPS consolidation. As I said, defined by the release lead.
