If having the driver on the system doesn't make any sense without also having the service, and vice versa, then they should be delivered in the same package. You'll need to make sure that the driver bits are tagged with the global zone variant, and bits related to the service aren't, the hows of which are explained in the global_zone_only_component transform file.
