More feedback from Tarun on policy creation ..

By designed policies, I am expecting this to be a creating policies. Because, 
Policy XACML in ECOMP is a infrastructure that is built upon XACML which is 
used internally.
So, We have policy creation which can be done either through the UI or API 
which we can create 3 different policies as explained in my other mail (config 
policies, action policies or decision policies). These created policies are 
pushed to PDP, at which the policies are active (can serve PEP requests)
PolicyTemplate is a term which we use for the BRMS policy Template. That can be 
uploaded via the UI (currently ONAP) (and at some point via both UI or API).
Later, this template can be used to create the BRMS param policies.

In XACML, where should designed policies passed to the policy module?
My understanding from the code is policies' policy (maybe policy template) is 
passed through portal, but policies themselves are passed through a file via 
different ConfigClients.
do I misunderstand anything?
