Hello Gaurav, I’m assuming you’re referring to the committer right, e.g. +2 Code-Review, to be able to merge code in the branch.
Commiter rights are usually deserved based on meritocracy (code contribution, code review, documentation, presence on mailing-list, …). It is usually up to the PTL of a given project to process to committer election. Then an election between the committers of this project is happening. And once the election period is done and some contributor(s) are to be promoted as committer, the PTL will inform the TSC so they can vote on approving the request. This is the case at least in OpenDaylight.
