Just a quick update. I put the networks (CPE_PUBLIC and CPE_SIGNAL) into the same service with the VNF and distributed via SDN.
On VID , after service instantiate there were appropriately 2 buttons . One for “Add Network” (drop downs for CPE_PUBLIC and CPE_SIGNAL) and an “Add VN”F Module. This would be the reminder to create network before VF since you cant add a VF until the Add VNF is done. Again VNF-API was triggered on Add Network (applied integration work around for the mso-sdnc-properties to point sdncurl6 for VNF-API) but didnt succeed (actually due to a problem on SDNC with 1.1.2 vs 1.1.2-SNAPSHOT dependencies).
