I think it should be test/csit/plans/cli/sanity-check/setup.sh.
Try to change the command "docker run -d -p 8500:8500 --name msb_consul
consul" to "docker run -d -p 8500:8500 --name msb_consul consul:0.9.3".

In CLI project we are facing CSIT test case failure.
I observed that in MSB, consule is not not able to register with msb_discovery
which leads to CSIT fail in CLI.
