Narrowed the vnc-portal issue down to Rancher 1.6.11 (came out 3 days ago on the 14th) - we need to use 1.6.10 (stable) for now via helm 2.3.0 and not 2.6.1 for now - the patch also allows us to run in helm 2.3 for now.
