This is not about Vagrant. Thamlur asked if an SDC environment can be created without Vagrant. It definitely can, so I pointed to the documentation that describes the procedure.

Keep in mind that it currently doesn’t work “as is” from master because of https://jira.onap.org/browse/SDC-698. Follow the bug description to build the simulator from utils/webseal-simulator.
