Yuan,
Every control loop has its own operational policy.  That will be a separate 
policy instance in the policy repository than any other control loop.  It also 
has a unique control loop ID which is used for correlation with other 
configuration policies that are part of the control loop.

Hi Yuan,
CLAMP uses policy to customize the control loop.  It gathers the user input and 
uses the REST API interface of policy to generate and update these policies.
The operational policy and the configuration policy for the thereshold 
signature are two different types of policy that CLAMP creates for this 
purpose, and they  are linked through a unique control loop ID.
