Hi Steven,

The decision of moving up the Maturity ladder comes to TSC. The criteria and 
process for moving up are documented in 
wiki<https://wiki.onap.org/display/DW/ONAP+TSC+Charter#ONAPTSCCharter-3.3ProjectLifecycle>.
For Beijing, all projects will remain in "Incubation" state.

I'm in the process of updating the M1 project plan template for ONAP. I had a 
question about the "Project Lifecycle State"

For Amsterdam my VNFRQTS project was in Incubation ( as were all projects).
Now that we are post Amsterdam release are we considered "Mature"?
Or is there some separate project review required to change state and we need 
to leave it as "Incubation"?
