Hi Steven, The decision of moving up the Maturity ladder comes to TSC. The criteria and process for moving up are documented in wiki<https://wiki.onap.org/display/DW/ONAP+TSC+Charter#ONAPTSCCharter-3.3ProjectLifecycle>. For Beijing, all projects will remain in "Incubation" state.
