Unfortunately we can't find good timeslot for all the attendees and key 
contributor.
As Isaku is going to present 2nd review at tomorrow(Jan 9, 2019) ARC 
subcommittee,
let's postpone one week to see the outcome.

So far timezone candidate (according to voting).
- CST Wed 2:00am/UTC Tue 18:00pm/EST Tue 13:00pm/PST TUE 10:00 AM 11:00 AM
- CST Wed 13:00pm/UTC Wed 05:00am/EST Tue 12:00 midnight/PST Tue 21:00pm

I'm wondering if timeslot rotation bi-weekly.
I'd like to include Bin and Munish, though. no such time slots.
