the distribution engine is the SDC logic responsible for notifying applications 
about new services that are available.
The notifications are sent to a topic in dmaap(UEB) on which the applications 
who are interested on getting notifications are listening to.

SDC provides and sdk so that java based applications can easily subscribe to 
the sdc notifications and download the needed artifacts.

Does the uebServers play a message brocker(agent) when the Distribution Engine 
send a message to the Dmaap?
