I have seen this issue several times. Mostly with NTP. Look into regional server logs ..etc. TCA services you can start from CDAP UI. You may have to look into CDP VMs and logs and go from there.

I see that "Response code to /v3/system/services/status". Inside CDAP master node, I can see the error "Reconnect socket error: java.nio.channels.ClosedChannelException".
