It looks like DCAE hasn't finished deployment of your service. I assume you're using DCAE_blueprint with TCA. Most probably it's because cloudify hasn't yet finished downloading TCA docker image. This image is quite large so clamp timeout may be shorter than it takes to download it. Please check if image is being downloaded on your VM.
