Yes these CSAR files are output from SDC.

It is not necessary to upload CSAR to SDC for generating policies in policy 
framework.
One can directly upload the policy file (for example – for apex-pdp the policy 
file is a json file, for drools-pdp the policy file is .drl file) to an 
existing service in SDC which then wraps it in a CSAR file.
And when the distribute action is performed from SDC, the CSAR gets distributed 
to the listening components.

You are interested in testing any policy using policy-distribution or you want 
to specifically test the HPA policy?

Hi Ram,

Thank you for the reply. But these CSAR files are the output from SDC right as 
these doesn't contain MainServiceTemplate.yam/mf files, because I could see 
MainServiceTemplate.yam/mf files not found error when I try to upload to SDC. 
Correct me if I am wrong?

1. Could you please provide me the CSAR files that can be uploaded as input to 
SDC?
2. And can policies be generated only from CSAR files that are uploaded to SDC? 
I mean can we give heat templates? If so what should be the OS type in heat 
template for the policy to be created through SDC in policy.
