It seems to be consistent with our test result.
In the gerrit list : imagePullPolicy: {{ .Values.global.pullPolicy | default
.Values.pullPolicy }}, it means the default value will use individual
values.yaml not global configuration, am I right?

Hey Yan,
You can set the image pull policy globally using --set
global.pullPolicy=IfNotPresent or it can be set for individual component like
--set so.pullPolicy=IfNotPresent.
The global configuration is not honored by each chart. There are few charts
which use their respective pullPolicy as defined in their values.yaml. The list
can be taken from this gerrit https://gerrit.onap.org/r/75050.
For these charts, you will have to define the pullPolicy individually.
