I am not sure if this is the same issue you ran into, but here is what we had to do as a workaround, when the browser does not prompt for creating a security exception:
>From ONAP Portal -> Application Onboarding -> Click on “Virtual Infrastructure Deployment” -> Copy the URL content. Open a new tab and paste the URL.
