Hello Andrew, AFAIK the '/r' part of the API is for the GUI whereas the '/a' is for commands with authentication from user.

Which part of the API were you trying to use? It's fully available and is partly how Jenkins communicates with Gerrit. Perhaps you were using a wrong URL to it?
