If I recall correctly, Shutdown VM does not release resources. The VMs should be either deleted or shelved to release resource for your purpose. Given the complexity/risk of shelve/un-shelve, it is better to delete them .

Please shutdown your ONAP VMs (cluster VMs and VNFs) in all dev project tenants before Noon PDT today. Please note just shutdown, no need to remove VMs so you can bring them up later this week after we are done with release testing.
