Hi, I had the same problem today while doing clean install of ONAP dublin. There were no tables in portal keyspace in cassandra. Fix provided by Satoshi helped.
The weird thing is that I installed dublin from scratch many times in September and never had this issue. The version I use is 4.0.0. Is this some kind of regresion or accidental backport from El Alto? It wasn't happening on dublin couple weeks ago and now this is a consistent issue on new install (from what I tested).
