It seems a malformed policy. I take it that this is El Alto or Dublin. From
policy standpoint you could dump policies by doing a "kubectl exec -it " into
drools container and dumping the policies pushed by CLAMP with:
http --verify=no -a "${TELEMETRY_USER}:${TELEMETRY_PASSWORD}"
https://localhost:9696/policy/pdp/engine/controllers/usecases/drools/facts/usecases/org.onap.policy.models.tosca.authorative.concepts.ToscaPolicy
If you can post the legacy policy, we could take a look. The "content" field
is url-encoded, so you'll have to "url-decode" to look at values.
