The reason I asked about your openstack version is because you may be running 
into a heat template/heat template parameter issue where in Rocky that the 
allowed_address requires a cidr (a bug that I think was fixed).

Comparing to the data in the wiki tar.gz will help confirm that.

You can edit the yaml file inside the robot container to set a /32 cidr on that 
field in the heat template and re-run your instantiate to confirm (it uploads a 
new zip file to SDC) if that is the root problem and not something else going 
on.

VNF_API and GRA_API work differently in SO so that is why you should use 
instantiateVFWCLGRA  (VNF_API is deprecated)

You can see the preload data in log.html around Timestamp 12:16:34.912 for 
instantiateVFWCLGRA.
There is also the data in SDC that shows the allowed entry (open up the SDC 
sections and search for “allowed”

In that log.html is the preload data (note it is without the /32)

The error message form openstack HEAT indicates that it want’s a /32 on the 
parameter data which seems like a new behavior (if the error message is valid)
