The error message is about the model not the preload but I haven't seen that error in a long time.
but in answer to your question - yes you need preload data unless you are using CDS. If you look at the vFWCL automated flow in the wiki for the Frankfurt tests https://wiki.onap.org/display/DW/2%3A+Frankfurt+Release+Integration+Testing+Status Row #1 , on the far right side there is the zip file with the log.html from the automated robot test. Expand until you see the point where preload is done.
