Might want to check with the SO team but I think I have seen this behavior when openstack is slow to do the instantiate for stack status.
The default timers in SO will then trigger the re-submit logic and you get a duplicate (this is from memory so your case might be different). https://jira.onap.org/browse/SO-2447 identified an issue in El Alto but it was before the vnf-adapter code was re-written to we closed it to see if it is still there in Frankfurt. To create a new vf-module takes exactly 55 seconds ( 1000 times tested). But sometimes it takes 7 minutes. In these times , I check the stack page on openstack and I see two different stacks are created with same names and same env. parameters. When I clear all vf-modules from the vnf instance , it will not take place for a while . Do you know a solution for it ?
