Per Jorge: The scale out usecase uses the SO actor (not VFC). I don't think the VFC use case has been exercised for several releases in integration. In any case, if VFC is to be used, will have to make sure that these are provisioned correctly (search for keyword vfc), by default is not provisioned in a vanilla install:
